U.S. Navy: Cooper dropped out of University of Wisconsin ROTC program after being rejected from appointment to a nuclear program. Cooper then sought official discharge from military service, which the Navy refused to grant, instead issuing orders for Cooper to report to duty as an enlisted man in San Francisco. Cooper failed to report, leading to the issuance of the arrest warrant, and the standoff with police at his home in Waunakee, WI
